Senator Beach Advocates for Economic Growth with Legalizing Gambling in Georgia

Senator Brandon Beach is leading a commendable initiative to advocate for the legalization of Gambling in Georgia. During a recent gathering of the Joint Committees on Economic Development and Tourism, the senator conveyed his intention to propose legislation for the forthcoming legislative session in 2024, with the aim of legalizing gambling in Georgia.

This proposed legislation seeks to authorize and regulate the operation of casinos, sports betting, and pari-mutuel wagering in the state of Georgia. By doing so, it has the potential to create substantial tax revenue and various economic advantages.

    Background

Georgia has traditionally maintained strict regulations against gambling, making it one of the least gambling-friendly states in the US. However, proponents of legalized gambling argue that embracing the industry would yield substantial advantages for the state.

Senator Beach is among the advocates who believe that legalizing gambling could have a positive impact on Georgia’s economy, infrastructure, healthcare initiatives, education, and even gambling addiction treatment.

Benefits of Legalization Gambling in Georgia

As per Senator Beach’s analysis, the legalization of gambling in Georgia has the potential to generate annual tax revenue of up to $900 million. These funds could be effectively allocated to bolster and fortify critical sectors, such as infrastructure development and healthcare programs, through the legalization of gambling in Georgia.

Moreover, the legalization of gambling, including sports betting, would present lucrative prospects for the state of Georgia to entice prominent sporting occasions, thereby enhancing tourism and stimulating local enterprises.

    Tourism and Job Creation

Senator Beach strongly emphasizes that his proposal aims to legalize and regulate the establishment of casino resorts in Georgia. The intention is to create a thriving tourism industry and stimulate economic growth by generating a multitude of employment prospects. These resorts would significantly enhance the state’s economy by diversifying revenue streams, including the establishment of various non-gambling establishments such as shops and restaurants.

The implementation of casino resorts would additionally serve to rectify the dearth of nocturnal pursuits in Atlanta, thereby augmenting the city’s array of recreational choices.

    Regulation and Commission

According to Senator Beach’s proposed legislation, the legalization and oversight of gambling activities in Georgia would be entrusted to a newly established commission operating within the Georgia Lottery Corporation.

This regulatory body shall be established to oversee and guarantee the integrity and equity of the gambling sector within the state of Georgia.

    Challenges and Opposition

Despite the potential benefits, there is still a prevailing opposition to the notion of legalizing gambling in Georgia. Previous attempts to regulate and authorize gambling activities have encountered opposition, resulting in the House Economic Development and Tourism Committee impeding the advancement of prior initiatives.

Critics contend that the legalization of gambling in Georgia could potentially result in adverse social ramifications, however, proponents of this initiative advocate for the maintenance of existing restrictions.

    Conclusion

The endeavor to legalize gambling in Georgia, spearheaded by Senator Brandon Beach, seeks to facilitate substantial economic advantages for the state. By implementing the legalization of casino gaming, sports betting, and pari-mutuel wagering, the state of Georgia would have the opportunity to access a highly profitable sector, generate significant tax income, foster employment prospects, and entice prominent sporting occasions.

However, the process of legalizing gambling in Georgia encounters obstacles and resistance, as certain individuals express apprehension regarding the potential adverse consequences associated with this activity. As the legislative session approaches in 2024, the potential for legalizing gambling in Georgia remains uncertain.

  • New Dublin betting shop advertising rules promote responsible gambling 2023

New Dublin betting shop advertising rules promote responsible gambling 2023

In accordance with the development regulations that are currently in place in Dublin, Ireland, bookmakers have a period of four weeks to remove any banners that advertise gambling without incurring significant fines. During this time period, betting shops are allowed to continue using this form of advertising, despite the fact that Dublin City Council, which is the council responsible for development, planning, and other community projects, considers it to be illegal. In spite of the fact that the limits are designed to shield vulnerable individuals from marketing that are associated with betting, the four-week delay has created a loophole that gaming corporations are looking to exploit.

Dublin City Council to Close Loophole Exploited by Bookmakers

As a result of the fact that certain sporting events typically endure for approximately four weeks, betting companies are able to take advantage of this legal gap to promote their products by putting up illegal advertising banners and then removing them without having to pay a fee. According to a report that was published not too long ago, the Council is interested in taking part in a testing case with the intention of putting an end to this practice because it has been recognized as detrimental.

The Dublin City Council is planning to close the loophole that allows bookmakers to take advantage of vulnerable people and “marginalized communities” by deploying illegal betting advertising banners, as stated in an article that was published by The Irish Times the previous week. If these banners are shown inside betting shops during important sporting events such as the World Cup and horse racing, they will be visible to customers.

Under the updated proposal, the Council has said that it intends to “go straight to legal action in respect of the next suitable case that comes before Dublin City Council relating to a banner erected on a betting shop advertising betting services.” This is the objective that the Council has declared in the proposal. In the end, the primary objective of the test case is to eliminate the four-week deadline and respond to the fraudulent advertising practices in the betting industry as quickly as feasible.

Gambling firms exploit vulnerable groups due to the loophole

Janet Horner, a councillor for the Green Party, asserts that a loophole in the planning regulations made it possible for gambling enterprises to exploit groups with lower socioeconomic status in a manner that was “morally unacceptable.” The woman added, “I think it’s outrageous that they do this knowing that they are exploiting a planning loophole,” as part of her argument.

Horner remembers seeing advertisements for the Rugby World Cup put on the front of betting companies. These promotions were visible to customers. The fact that she had lodged concerns was acknowledged, and she expressed the hope that others would do the same. Horner did, however, issue a caution over the ineffective law that compels compliance from betting organizations in a period of time that is fewer than four weeks—a period of time that coincides with certain athletic events. “In the time they have been given by the planning legislation to remove it, the banner has done its job and done its damage,” the woman told reporters.

    The Ultimate Objective

The ultimate objective of the campaign against gambling advertising is to lessen the number of people who gamble recklessly or have gambling problems. At the beginning of the previous month, the Irish government postponed a vital decision regarding the increase of levies, which resulted in the publication of the most recent proposal from the Dublin City Council.

It should be noted that the increase in tax rates that was indicated earlier was not included in the new budget that was released by the administration. Despite the fact that Ireland’s Minister of Finance, Michael McGrath, indicated that the tax rate on betting shops might be raised in the future, he did not explain why the adjustment that was requested was not included in the budget.

  • Massachusetts’ PlayMyWay RG Program to Change Gambling Industry

Massachusetts’ PlayMyWay RG Program to Change Gambling Industry

Bovada LV Score $750 Welcome Bonus

Massachusetts may be far from introducing sports gambling legislation, but Bay State is definitely doing well when it comes to rolling out responsible gambling initiatives. The latest is the PlayMyWay solution which will transform every gambling machine in the state into a responsible gambling venue. The feature is touted as a “budgeting tool” that can set voluntary limits that consumers can stick to in order to minimize potential gambling-related harm.

PlayMyWay Proves a Resilient Solution to Control Gambling Harm

The program has already rolled out at Plainridge Park Casino, MGM Springfield, and Encore Boston Harbor and it’s proving to be a good way to promote responsible gambling without trying to forcefully restrict gambling habits or antagonize gamblers.

In fact, PlayMyWay enrollment is simple and straightforward. The solution uses the customary rewards cards issued at casinos. When on-site at a casino, they place their cards in the electronic gaming device and are asked whether they wish to enroll or decline. This process can be repeated every time the card is placed.

Should consumers enroll, PlayMyWay seeks to assist in a non-invasive way, signaling to consumers when they have reached 50%, 75%, and 100% of their budget that the consumers themselves have pre-determined. This budget could be their daily, weekly, or monthly spending earmarked for gambling purposes. The solution itself is very flexible and what this means is that consumers have the opportunity to opt in and out of the program, adjust their budget needs, and generally enjoy a safer gambling experience.

PlayMyWay is very likely to enjoy a strong rate of adoption across the United States. While European governments have been talking about pushing restrictive betting and depositing limits on consumers, in the United States this seems far less likely. That is why tools that focus on conscious choices from consumers, such as PlayMyWay, resonate with American audiences.

The Massachusetts Gaming Commission is equally excited about the opportunity to tackle problem gambling in the Bay State and create a level playing field for all. The PlayMyWay initiative is designed to be a non-obtrusive way of monitoring and collecting insight into player behavior and whether voluntary programs such as this one can actually have broader implications. PlayMyWay is developed under a new responsible gambling framework that the Massachusetts Gaming Commission has dubbed “GameSense.”

So far, both the acceptance and success rate of the program seems to be encouraging with casinos in the Bay State happy to adopt the program and help it succeed.

  • Men’s Gambling Habits Largely Driven by Superstition

Men’s Gambling Habits Largely Driven by Superstition

Bovada LV Score $750 Welcome Bonus

Gambling rituals are a natural part of the sports betting experience – but not all people participate in those. Even though gambler fallacies have been proven to never work, people still enjoy engaging in those ritualistic experiences prior to placing a wager – as if they can cajole Dame Fortune into favoring them on any given day. A new study examining this phenomenon has found that this type of superstition only applies to male bettors.

Men Are Superstitious Bettors New Study Finds Out

In fact, men are the only group who exhibit such behavior. Essentially, a man is more likely to engage in a gambling ritual of sorts and psychologists think that this is due to men’s innate desire to “stay in control,” something that clearly isn’t always the case with sports betting. So, “hard-fact driven males” are reduced to a superstitious lot ready to do pretty much anything that they believe would somehow influence their luck.

Psychologists also examine the possibility of men trying to create a sort of psychological defense against unknown outcomes and random events. This though has a deeper bearing on gambling, as men can end up participating in irrational rituals that affect their decision-making without any credible evidence. Speaking to NBC News, Erasmus University Rotterdam researcher Xiaoyue Tan explained some of the physiological and mental processes observed in men who give in to the gambler fallacy:

Superstition suggesting that good luck is ahead may increase men’s expectations of ‘beating the odds,’ decrease anxiety, provide a justification for a risky choice, and consequently increase men’s risk-taking behaviors.

Erasmus University Rotterdam researcher Xiaoyue Tan

Tan, who is the lead author in the study, used a randomized test that claimed it was based on a participants’ birthday dates, favorite colors, and so on but was purely randomized. The test – introduced in a form of an app – helped build up people’s confidence by introducing supposed “good fortune” conditions that could impact the bettor’s luck in the participant’s own belief.

Men’s Beliefs Put to the Test with Money

Men seemed to be betting more heavily when they thought that “fortune favors” them, but then again – the study was conducted with make-believe money. Tan, though, wants to create a testing protocol whereby subjects can be tested when betting with real money. Tan also explained that the lack of superstition-driven gambling in women could be simply because women are more averse to financial risk whereas men pursue such opportunities more aggressively based on established research.

Macau Workforce Stats Reveals Fewer Gambling Industry Workers in Q2

Bovada LV Score $750 Welcome Bonus

Macau’s Statistics and Census Service has noted that the gaming force in Macau has remained fairly unchanged despite a decline in the number of people employed in the sector. The full-time employees in the gaming industry as of the second quarter of the year were down 2,176 to 53,592. The dealers numbered 24,093 down 550 year-over-year, the DSEC reported.

    Macau’s Workforce Remains Stagnant in Q2 2022

The average salary in the industry has, however, also taken a hit with the average money made in the industry now down 1.8% or MOP$23,270 ($2,879). The salary numbers were relevant to June and did not include bonuses. The salaries of expatriate employees were lower still at MOP$21,510 ($2,661).

Interestingly, though, the gambling industry is almost fully booked with the second quarter only having 19 vacancies compared to 37 a year before. All of the vacancies required either previous working experience or senior education, along with mandatory knowledge of Mandarin. Nearly all of the jobs required knowledge of English as well. DSEC explained that the fewer vacancies available are reflective of the slowdown caused by the pandemic.

The job sector in Macau took a hit in the sweeping changes that the Special Administrative Region enacted, leading to the closure of dozens of junket operators, and laying off potentially thousands of employees who have been making a tidy dollar on the job.

The gambling industry has been slowly on its way to recovery, with Macau experimenting with allowing overseas customers to return but under fairly strict testing and quarantine mandates. In the meantime, other countries in the region, including Cambodia, have been struggling to make a return to normal operation in their gambling industry, partially because of the lack of qualified workers who have not returned due to poor treatment when the pandemic first started, and gambling companies laid them off en masse without any damages payments.

China’s Thai Embassy Warns Nationals Not to Participate in Illegal Gambling

Bovada LV Score $750 Welcome Bonus

China continues to project regional dominance in matters that involve its citizens who travel to neighboring countries to gamble. On Monday, the Chinese Embassy in Thailand said that it had received pleas from Chinese nationals who were involved in cross-border gambling and who had, as a result, suffered property and safety damages.

China Continues to Be Hawkish about Nationals’ Gambling Proclivities Overseas

The embassy issued a statement in which it reminded Chinese citizens that participating in illegal gambling is not permitted and that anyone can be held accountable should a criminal link be established. This is the latest instance of China using its diplomatic ties and relationships in the region to try and steer nationals away from gambling properties.

This ambition – however overreaching and restrictive – is not without its reasons. Many Chinese nationals fall victim to criminal gangs who kidnap them and hold them for ransom. Much of the cases involving Chinese nationals though have diminished because the country has put an effort into clamping down on such groups overseas and also making it much harder for nationals to actually travel somewhere in Asia to gamble, for example.

Thailand, though, is a new beacon that may soon shine and call to Chinese gamblers, as the country is in talks to legalize its gambling industry and build Las Vegas-style casino resorts. This, though, seems to be a rather long shot, as establishing international IR operators seems to lack momentum in terms of investor interest.

Much is already happening in Japan and South Korea, which specialists think, will satisfy local demand. Vietnam is also eyeing the prospect of boosting its tourism through the introduction of more gambling as well. China, though, does not want its citizens to gamble.

More Nations in Asia Are Considering the Introduction of Gambling

Even the recent spate of changes in Macau, the special administrative region and gambling hub, have been tailored so that concessionaries would seek to attract non-Chinese gamblers. But China is not letting up the pressure, either way, expecting casinos to still pull in a good revenue that translates into higher pay for the tax office.

Meanwhile, China continues to pore over suspicious job posts that attempt to lure job seekers to high-paying positions outside the country. But what these job offers are advertising often turns out to be illegal online gambling operations that are set up with the help of human traffickers.

In a recent shocking case, 40 Vietnamese casino workers swam the water border with Cambodia to head back home. They had fallen victim to an illegal gambling operator.

Refreshed Pokimane Fumes against Twitch Gambling Streamers

Bovada LV Score $750 Welcome Bonus

Popular Twitch streamer Pokimane has taken a decisive stand against gambling content on the platform in a recent interview following her return to streaming.

    Drake at Pokimane’s Crosshairs

Following her monthly-long break from social media, Pokimane appeared on the H3 podcast hosted by Ethan Klein and Hila Klein and was fuming when asked about her opinion on gambling done by popular Twitch streamers.

Firstly, she admitted to being “such a Drake fan” but “ever since he has shown his true colors” via his involvement with gambling,  Pokimane’s preferences have changed, “disowning” him but not his music.

Earlier in the year, the hip hop star and four-time Grammy winner teamed with cryptocurrency betting platform Stake.com for the ‘Drake on Stake’ live event and ever since the popular musician has been marketing the platform’s services through his huge bets.

Pokimane continued by expressing her wish to speak to someone who does crypto gambling and question their awareness aout where the money the company is providing them to gamble with comes from.

    The Mechanics behind Gambling Sponsorships

Pokimane was adamant that it does not take much to understand that “whatever money this company is giving” to the streamer come from the profits the company is generating through the money of the streamer’s viewers whose gambling is marketed and advertised, concluding that “their profits are your viewers’ losses, therefore, your profits are your viewers’ losses.”

The host then suggested that there could be addiction involved, especially in the cases of xQc and Trainwreck, and though Pokimane admitted to having considered it a bit this way and having given them leeway for being addicted, she believes that “as people who are in such positions of privilege, power and influence,” they have the responsibility to “seek treatment” for their addictions rather than use their addiction “as a reason to just keep doing it.”

xQc and Trainwreck were recently dismissed by another popular Twitch streamer, Greekgodx, who claimed that anybody who does gambling streams is a “degenerate” he does not want to hang around with.

Greekgodx also sided with the community who called on Twitch to take action and ban gambling and now Pokimane also expressed a similar view.

“All in all though, I just hope Twitch takes action because I cannot trust individual content creators,” she said.

Pokimane then said that she would be so mad if the gambling section on Twitch is being plastered everywhere and being promoted and actively watched but, luckily for her, the section is more like one “to the side,” being a part of Twitch that she wished it was not.

Italy’s AGCOM Issues Fines to Companies Promotion Gambling via YouTube

Bovada LV Score $750 Welcome Bonus

Italy’s media and communications agency, Autorità per le Garanzie nelle Comunicazioni (AGCOM), has issued a warning to both domestic and international media owners, as well as affiliate publishers that the gambling advertising rules in the Dignity Decree must be respected and obeyed. The warning comes after AGCOM issued a €750,000 ($743,000) fine to Google Ireland Ltd.

Google Ireland Ltd Wasn’t the Only Company That Was Fined by AGCOM

Google Ireland Ltd received the record-breaking fine after it promoted gambling-related content in its YouTube videos. However, it is not the only company that was caught by the wrath of AGCOM.

Top Ads Ltd, an affiliate marketing agency based in Malta, was also fined €700,000 ($694,000). The company created illicit content which promoted gambling promotions on SpikeSlot.com and according to reports, they were distributed to 5 YouTube channels.

AGCOM reminded companies that it is able to fine foreign owners thanks to the recent rulings by the European Court of Justice (ECJ), which gives it authority to do so. It also noted that YouTube breached Dignity Decree’s Article 8.

According to Article 8, direct and indirect gambling ads are not allowed to be displayed to the Italian audience.

In the warning, AGCOM noted that this is the office’s first measure against a video hosting company and said that YouTube was found liable for not removing the illegal content that was distributed to its platform by a third party.

The Gambling Industry in Italy Is Set to Be Reformed, but the Process May Be Harder Than Anticipated

Back in March, authorities in Italy announced that the gambling industry will be reformed and the changes will take place in the next 12-18 months. The changes were confirmed by the Italian Ministry of Finance’s gambling sub-secretary and they were initiated to help the country recover from the pandemic.

However, after Mario Draghi, the Prime Minister of Italy, tried to resign in late July, the industry was dealt a huge blow. Draghi’s resignation was not accepted by Italy’s president, Sergio Mattarella, and thus, the political situation in the country became chaotic.

Back then, Draghi noted that there was no more national unity majority in the government and that is why many of the scheduled reforms might be delayed. This could cause major problems for gambling operators. The licenses of gambling operators in the country expire on December 31, 2022.

A small fraction of good news came to the country’s sportsbooks as their licenses were extended by the Customs and Monopolies Agency until June 30, 2024. Between June 30, 2022, and June 30, 2024, sportsbook operators will have to make two installments.

The first one will be on October 31, 2022, and the second will be on April 30, 2023. The same dates will apply for the second year of the license duration.
