    Grosvenor Casinos across London may remain closed for the Sept 9-12 weekend after workers at the casinos voted in favor of a strike action proposal in demand of better pay.

    Demanding a ‘Wage They Can Live On’

    Commencing at 18:00 GMT on September 9 and running throughout 6:00 on September 12, the strike is set to leave seven land-based gaming locations in the capital closed: The Victoria, The Rialto, The Gloucester, The Park Tower, The Golden Horseshoe, The St Giles, and The Barracuda.

    The strike action led by the Unite union is demanding Rank Group, which owns Grosvenor Casinos and made profits of £74.3 million ($85.4 million) for the six months ended June 30, 2022, to grant its workers a substantial pay rise.

    “Here we go again: Grosvenor Casinos is another big money company that is raking it in but refusing to pay its workers a wage that they can live on,” Unite general secretary Sharon Graham said, outlining that “it’s just not acceptable and this huge vote for action underscores the sense of anger across this workforce.”

    According to the statement issued by Unite on Monday, out of around 150 workers across London’s Grosvenor Casinos, 91% voted to reject the bonus payments of £600 ($690) and £800 ($920) as “totally inadequate amid a grave and growing cost of living crisis.”

    Most of them are croupiers and dealers but the list also includes workers in other areas such as food and beverage and kitchen staff that are ready to fight for a more realistic offer from their employer, one that will reflect the spike in living costs as inflation is currently at 12% and is set to go higher.

    ‘Only a Substantial Uplift in Pay Will Do’

    Underlining that “London is one of the most expensive cities on earth for workers to survive,” Unite’s national officer for the hospitality sector Dave Turnbull stated that “only a substantial uplift in pay will do,” calling on Grosvenor Casinos’ understanding that the workers are united and determined to get what they want and they are growing in numbers every day.

    “Against the backdrop of an extremely challenging trading environment for Rank, and for the sector as a whole, we have made a strong offer which we believe fairly addresses the current cost of living crisis,” a spokesperson for Rank Group said in a statement expressing the company’s disappointment at the move.

    The move by Grosvenor Casinos’ workers is the latest in a series of strike actions initiated across different sectors in the UK, including criminal trial lawyers, postal staff, dock workers, bus drivers, airport and railway employees, and others, all demanding pay rises amid double-digit inflation and the soaring energy bills.

    The freshly appointed PAGCOR head, Tengco, has made comments that PAGCOR will reconsider its current function as both operators of state-owned casinos and regulator of private casinos in the Philippines.

    During a hearing in front of the House appropriations committee, Tengco said that PAGCOR will take the time to consider all options but considering that it needs to define whether it is a regulator or operator, the privatization of the state-owned casinos seems like a very appealing idea.

    Just nine days ago Alejandro Tengco was appointed as the new CEO and chairman of the Philippines gambling regulator PAGCOR by president Ferdinand Marcos, Jr., nicknamed “Bongbong”, who won the presidential elections in the country earlier this year.

    Tengco’s comments on the privatization of casinos come after the increased pressure from president Marcos and his team for PAGCOR to clearly separate its roles as regulator and operator. On August 29, Benjamin E. Diokno, the president’s finance secretary, made a statement along these lines, which actually tried to push PAGCOR towards the privatization of the state-owned casinos.

    It has to be noted that Marcos changed PAGCOR’s head even though at the beginning of July he said no such change was in store.

    Tengco Has to Fill Big Shoes

    Tengco took over the new post from previous PAGCOR CEO and chairwoman Andrea Domingo who was appointed to the position by former president Rodrigo Duterte back in 2016 shortly after he won the presidency.

    It will be tough for Tengco to follow in Domingo’s footsteps as she had a very successful mandate. During the six years of Domingo’s leadership, PAGCOR successfully collected revenues of over PHP300 billion ($5.5 billion) as a result of the adequate implementation of regulatory procedures and practices.

    In addition to that, the regulator managed to collect $15 million owed by Philippine Offshore Gaming Operators (POGOs).

    Earlier Ideas on Casino Privatization

    The idea of the privatization of state-owned casinos is not new. President Rodrigo Duterte also tried to push PAGCOR towards a casino sale back in 2016 in order to bring some money in the state budget.

    An initial sale of 17 state-owned casinos was planned for 2018, but now former PAGCOR CEO and chairwoman Andrea Domingo discarded the plans as it turned out the casinos brought in considerable revenue.

That leaves more than 450 casinos to be constructed.

    One of them is actually completely finished and is opening doors tomorrow – September 2, 2022 – in La Chinesca, which is Mexicali’s Chinatown. Chinesca Casino’s Facebook page has been posting about the launch intensively in the last few days and its Facebook profile cover image lists multiple job openings – from administrative positions, through hosts/hostesses and dealers, to CCTV operators and security employees.

    Just around the change in legislation, lifting the ban on casinos, the state of Tamaulipas was widely reported to expect thirty casinos. That was back in 2018 and the estimate of thirty casinos operating within the state’s boundaries was totally disturbed by the global pandemic, putting a halt at most projects and lockdowns affecting the completed ones. Of those thirty casinos, eleven are operational today, and at least two more are expected by the end of the year, with some local reports suggesting that might be optimistic as well.

    What’s important is that licenses have been issued and all that’s left is for these projects to be completed and start contributing to their local tourism and gambling industries, helping the economy recover.

    Mexican Gambling Industry Flourishing at a Cost

    The industry as a whole has been picking up speed in Mexico, with the gambling sector frequenting headlines of new partnerships, businesses growing, and a general atmosphere of a cacophony of activity. All of this is indicative of recovery, and this is not a newly-started process. Back in 2021, we saw Betsson and Big Bola Casinos partnering to launch Betsson Mexico in April of that year.     In November 2020, voters in Colorado passed Amendment 77, a proposal that sought to end the bet limits. The proposal enabled Black Hawk, Central City and Cripple Creek cities to vote to raise the bet limits or remove them altogether. What’s more, the proposal expanded the use of gambling tax to further boost community colleges and help with student retention and completion programs.

    Now, a new report by the Denver Gazette revealed that the passing of Amendment 77 contributed positively to the gaming results for the fiscal year 2021-22. This resulted in record sums wagered by Colorado residents at table games and slot machines. According to Peggi O’Keefe, the executive director of the Colorado Gaming Association, the recent result reaffirms that more people are returning to brick-and-mortar venues. She pointed out that the goal of Amendment 77 was to reduce the number of residents that go to other states to gamble.

    On August 29, the New Jersey Superior Court Atlantic County Law Division declared that tax relief in relation to property tax for Atlantic City casinos is against the state’s constitution.

    Atlantic City Casinos Got a $55 Million Tax Break Thanks to the PILOT Amendment

    ProPublica reported that judge Michael Blee has doubled down on the tax reliefs for Atlantic City casinos, which amount to millions of dollars.

    According to judge Blee’s decision, the amendment to the law of New Jersey, which was passed in haste by Governor Phil Murphy in 2021, breaches the New Jersey constitution.

    The legislation introduced by governor Murphy made a change in the PILOT taxation system. Since 2016 Atlantic City casinos have been obliged to pay a percentage of their total revenue from gaming activities from the previous financial year instead of property tax. 

    However, in 2021, when the tax break amendment was passed, the gaming industry was complaining of the difficulties it was experiencing as a result of the COVID-19 pandemic. It painted a very scary picture threatening the closure of four of the state’s nine casinos. With the passing of the new law amendment, the casino industry eventually succeeded in excluding the revenue from online gambling activities from the PILOT contribution calculation.

    As a result, the yearly property tax paid by the Atlantic City casinos was reduced by $55 million meaning that Atlantic City schools and communities were deprived of this amount.

    NGO Liberty and Prosperity 1776 Raged a War on the Amendment

    Atlantic City casinos could not get away with this enforced tax break this easily. A conservative NGO of name Liberty and Prosperity 1776 filed a lawsuit against the amendment on the grounds that it is against the state’s constitution, which bans the introduction of preferential taxes. The assigned judge Blee of course made a decision in favor of the NGO discarding the tax break.

    According to the court decision, the law amendment was done in favor of the casinos in the state and not “for a public purpose” as was stated by Governor Murphy on behalf of the casino industry. Therefore, the introduced tax break is in violation of New Jersey’s founding document, which expressly prohibits preferential treatment when it comes to tax payments.

    The claims of the “troubled” Atlantic City casino industry somehow do not seem to correspond with the numbers shown by its yearly financial results. In 2021 gross operating revenue posted by Atlantic City casinos amounted to $767 million. The results this year do not seem to be worse. The net revenue for the second quarter of 2022, which came from gambling activities totaled $828.8 million, which meant that it increased by 14.1% in comparison to the same period last year. The results for the first six months of 2022 are pretty similar with net revenue of $1.5 billion, which marked a boost of 19.9% year on year.

    It has been uncovered that The Ville involved Melbourne restaurant owner Lawrence Fu in a junket-like scheme. Fu was allegedly paid cash amounting to thousands of dollars and the meals of gamblers at his Melbourne restaurant Okra were paid for in exchange for him bringing wealthy Asian groups to gamble at The Ville.

    This means that Fu basically worked as an unofficial junket agent, which is not allowed under Queensland legislation. Junket operators need to have explicit approval from the regulator or Attorney-General in order to avoid any criminal infiltration into the gambling sector.

    The Fu scheme started after the launch of inquiries into Star Entertainment and Crown Resorts casino operations. It is reported that the goal was to attract Asian gamblers that could no longer use the services of Star Entertainment and Crown Resorts.

    It is still unclear whether the owner of The Ville, billionaire Chris Morris, was aware of the Fu scheme or not.

    Similar Discoveries at The Cairns Reef Hotel Casino Resort

    Similar revelations were made at The Reef Hotel Casino in Cairns. The casino allegedly also participated in the Fu scheme, which has been going on in The Ville. There are suspicions that The Reef Hotel Casino has also provided incentives to Fu in the form of betting vouchers in exchange for his services as an unofficial junket agent.

    The revelations at the two casinos have put pressure on the premier of Queensland, Annastacia Palaszczuk. There are demands that she adds The Ville and The Reef Hotel Casino to the inquiry of The Star.
