    Junket and Gaming Closures See Macau’s Unemployment Increase

    The dismantlement of mass junket operations in Macau has had an expected consequence – an increase in overall unemployment. In the first months of the junket clampdown, former employees of those businesses reported that they had experienced a steep decline in their finances and were struggling to adapt and find new jobs. This is not surprising, as junkets accounted for a hefty number of the total workforce in the Special Administrative Region.

    New Data In, Unemployment Numbers Up

    Now, the Statistics and Census Service has put the unemployment rates of residents for the period between May and July 2022 at 5.4% in the latest surveyed period. This is not necessarily due to the dismantlement of junket operations, with a more pressing worry being the immediate restrictions to Macau casinos that are put in place to fight the spread of COVID-19. Some 377,000 workers are presently in Macau and have different positions across the city’s businesses.

    Expectedly, employment in gaming and junket activities, hotels, restaurants, and other leisurely businesses saw a decline. Meanwhile, unemployed individuals hit 15,600 over the latest surveyed period. Most of these newly unemployed workers though used to work in the junket or gaming sectors. There has also been an increase in underemployed workers, who have now reached 50,600 of the total workforce.

    There is still a lack of full-scale recovery that would allow tourism to pick up. However, the Macao Government Tourism Office has already restarted promoting the SAR to mainlanders in China. In fact, the Saturday visitation reached 18,620, the highest it has been since August 3 when travel restrictions from the nearby Guangdong province were finally lifted.

    Tourism Rebounds as Concessionaires Face More Pressure

    Between August 20 and August 26, Macau saw as many as 103,162 tourists entering the SAR, with travel picking up. Macau is also on a mission to transform itself from a gambling hub (at least for Chinese citizens) to one that attracts international tourists and gamblers. The SAR is increasingly looking to pull away from asking Chinese visitors to spend their money on games of chance.

    But then again, concessionaires would need to still reach a minimum revenue threshold as outlined by the administration. While skilled laborers may be readily available on the market, Macau’s six concessionaires will have to come up with a way to attract more tourists while navigating the vagaries of Beijing, which is determined to uphold a zero-COVID-19 policy. The “Macau Week” promotion on the mainland should help bring more tourists happily, but Macau should also tread carefully for the aforementioned reasons.

On Friday, Kansas governor Laura Kelly confirmed that the state will begin a soft launch this Thursday, with mobile sports betting to follow on September 8, or next Thursday.

    Retail and Mobile Sports Betting Coming to Kansas

    The State Lottery has already confirmed the companies that have obtained sports betting licenses and have been cleared to launch. As per Senate Bill 84, each state-operated casino will have both in-person sportsbooks and up to three sports betting apps. There are currently four casinos in the Sunflower State.

    Hollywood Casino in Kansas City has teamed up with Barstool Sports to offer both in-person sportsbook and mobile sports betting experiences. Meanwhile, Kansas Star Casino in Mulvane will work closely with FanDuel to provide both a retail and interactive wagering experience.

    There is also Boot Hill Casino and Resort in Dodge City which has struck a partnership with DraftKings and is currently awaiting regulatory approval for the launch of Golden Nugget Online Gaming (GNOG), a DraftKings subsidiary.

    Kansas Crossing Casino in Pittsburg though seems to have the most online sports betting entities teaming up with the company, with BetMGM, PointsBet, and Caesars all opting for this property. Kansas is the latest state in the US to have been cleared and is now launching in the re-regulated sports gambling market.

    This is a fortunate development because, even though the state sports a small population, it’s still good for Kansas to make sure that it offers residents sufficient betting options at home.

    The fact that Senate Bill 84 offers both remote and land-based betting options indicates that there has been a deeper change in lawmakers’ perception of the industry, one unimpeded by old-fashioned ideas such as “in-person registration.”

    Still, there has been some pushback, particularly from the Attorney General’s office which spoke of “significant issues.” Despite all of this, though, Kansas is well-tipped to launch its sports gambling industry without further issues and on time for the first NFL games which will start on Friday, September 9 with the Los Angeles Rams taking on the Buffalo Bills.

    It has been uncovered that The Ville involved Melbourne restaurant owner Lawrence Fu in a junket-like scheme. Fu was allegedly paid cash amounting to thousands of dollars and the meals of gamblers at his Melbourne restaurant Okra were paid for in exchange for him bringing wealthy Asian groups to gamble at The Ville.

    This means that Fu basically worked as an unofficial junket agent, which is not allowed under Queensland legislation. Junket operators need to have explicit approval from the regulator or Attorney-General in order to avoid any criminal infiltration into the gambling sector.

    The Fu scheme started after the launch of inquiries into Star Entertainment and Crown Resorts casino operations. It is reported that the goal was to attract Asian gamblers that could no longer use the services of Star Entertainment and Crown Resorts.

    It is still unclear whether the owner of The Ville, billionaire Chris Morris, was aware of the Fu scheme or not.

    Similar Discoveries at The Cairns Reef Hotel Casino Resort

    Similar revelations were made at The Reef Hotel Casino in Cairns. The casino allegedly also participated in the Fu scheme, which has been going on in The Ville. There are suspicions that The Reef Hotel Casino has also provided incentives to Fu in the form of betting vouchers in exchange for his services as an unofficial junket agent.

    The revelations at the two casinos have put pressure on the premier of Queensland, Annastacia Palaszczuk. There are demands that she adds The Ville and The Reef Hotel Casino to the inquiry of The Star. However, the inquiry, which is investigating The Star, cannot be extended to the other two casinos as the regulator’s jurisdiction covers only Star Entertainment’s venues in Brisbane and the Gold Coast.

    Faced with the harsh reality that an Integrated Resort may not be arriving as soon as expected, students’ enthusiasm dissipated. Meanwhile, many international companies are still deciding whether they wish to enter the Japanese Integrated Resort space. There will be only three such licenses issued, with the first one coming by sometime this or next year.

    Las Vegas Sands, Hard Rock International, MGM Resorts, and Caesars Entertainment have all sought to enter the space, but some have shown hesitance as the outlook grew more precarious. Las Vegas Sands dropped its bid, for example, and decided to refocus on Texas in the United States.

    Winning the IR Bid Not as Appealing as Once Was

    Meanwhile, there are only two prefectures that are still vying for the rights to host the first Integrated Resorts, and it’s hardly smooth sailing there either. Osaka and Nagasaki both have submitted bids to the national government while matters in the prefectures worsen due to local opposition that is going mostly unheard by politicians too fidgety to broach a discussion lest the other prefecture win.

    MGM Resorts and Osaka are pushing ahead with a $9 billion project, under the projected initial target of $12 billion, in the hopes of winning. Meanwhile, Nagasaki and Casinos Austria are going to try for a $3.2 billion project. But these projects are still only hypothetical, where for the students of Japan Casino Academy, real venues of opportunities where they can ploy their skills acquired at a steep cost are badly needed right now.

    MGM Resorts International announced in a filing to the Securities and Exchange Commission (SEC) that the digital media and internet services company InterActiveCorp (IAC) has increased its stake in the business.

    Buying when the Market Is Down

    According to the regulatory filing under Schedule 13D/A, the business led by mogul Barry Diller has been actively purchasing shares in MGM Resorts between August 11-23 and spent around $41.7 million in new company stock to increase its stake to 16.5%.

    IAC’s move to up its stake in the gaming and entertainment business came during times when MGM Resorts’ shares dropped significantly from the $45-$48 range at the beginning of the year to the $27-$35 range in July and August.

    IAC CEO Joey Levin hinted at the upcoming purchases of MGM Resorts’ stock in a shareholder letter on August 9 in which he outlined the solid consumer demand at MGM Resorts properties coming from the leisure consumer segment. Levin also pointed to the all-time high average daily room rates in Las Vegas.

    Levin commented on the company’s investment in MGM Resorts during IAC’s earnings call in May, outlining that “the online gaming business … has outperformed” the company’s expectations, showing tremendous growth that is likely to continue in the future.

    History of Share Purchases

    IAC started buying shares at MGM Resorts in August 2020 when it accumulated a 12% stake valued at around $1 billion. At the time, Diller commented that IAC found itself with cash to burn after the separation of Match Group from the business and pursued the investment in MGM Resorts considering it as a leading operator in a gathering speed online gaming and betting industry.

    In January this year, IAC proposed to increase its investment in MGM Resorts and provide financial support for the company to fund its bid to acquire its partner in BetMGM Entain. A few days earlier, MGM had tabled over $11 billion to acquire the British gaming group but Entain considered the bid significantly undervalued the company’s worth.

    IAC increased its shareholding at MGM Resorts in February when the media business and MGM Resorts announced they would each purchase a total of 4.5 million shares to the aggregate amount of $405 million from hedge fund Corvex Management. IAC acquired $202.5 million worth of stock as part of their agreement and upped its shareholding to 14.4%
